The solution to the notification, commenting, and freezing problems
I have discovered that when any of these problems happen, CPU usage is at 100%. Thus, some of the processes are never run on the client computer.
The fix is to remove unnecessary scripts from the pages. There are too many scripts running at the same time. Ads are running scripts, and the hover menus (which are not accessible to people with perception problems and should be abolished) run scripts. Nobody should be running any scripts except the one submitting comments.

This is NOT completed. It is still going on. The ads are preventing the comments section from loading. They take over 5 minutes to finish loading their useless drivel.

Ad Choice is running scripts that hinder navigation, to keep their ads on the screen.

By the process of elimination, I have positively identified the Raisin Bran ad as the culprit. The page works fine until it appears. The ads rotate until it appears. After that, no new ads appear, and the navigation controls take forever to work.

Every time this happens, there are three Raisin Bran ads on the page.
