Team Not in Championship or Consolation Playoff Makes Waiver Claim
Why is a 10th place team in one of my leagues allowed to make waiver claims but when I try to make a pick up in one of my other leagues it tells me I am locked because I am in 9th place. Something is wrong there.
Making a last-week pick up
can be particularly useful
for a team in a keeper league
looking forward to the next year.
If playoff teams can make those adds,
then every team in the league
should be able to make those adds.

What's "wrong" is you don't know your league settings. This is a basic one, and obviously the 2 commishes involved used different settings on whether teams not in the playoffs can still make waiver claims.
It's likely the commissioner settings; although I believe that ANY team in a league that has at the very least ANYTHING to play for (whether it be for a third-place game, a game in a consolation bracket, or even just for total points in the league if that means anything) should have just as much right to make any roster moves of any kind (waiver claims, free agent pickups, etc.) to improve his/her team, and should be able to do so without any special restrictions whatsoever.
