Sportsmanship Rules for Private/Custom Leagues
I propose mirroring the sportsmanship rules, to some extent, currently being utilized in the Public League. Having five impartial league owners, randomly selected by Yahoo, to submit to Yahoo their conclusion for appropriate action Yahoo can implement.
General: If an owner does not comply with the sportsmanship rules as defined in "Fair play and sportsmanship rules for public leagues", or a league determines that an owner has acted in an unsportsmanlike manner, the league reserves the right to disqualify the owner, void points and/or remove that owner from the league and select a new owner. The resolution will be handled by a panel of five league owners, selected randomly by Yahoo, for the so purpose of reviewing any and all allegations and rendering a final decision, which will be binding.
Multiple Teams: In order to keep the leagues as competitive as possible, owners will only be allowed to have one team in a league. If it is discovered that two (2) or more teams are being operated by one owner in the same league, the resolution will be handled by a panel of five league owners, selected randomly by Yahoo, for the so purpose of reviewing any and all allegations and rendering a final decision, which will be binding, and Yahoo reserves the right to disqualify that owner from participating in any Fantasy league.
Collusion: Yahoo does not permit two or more owners in the same league to work together to better one team at the expense of the other (for example, making one-sided trades, one team dropping highly-rated players so the other team can pick them up) If it is discovered that two or more owners are colluding, the resolution will be handled by a panel of five league owners, selected randomly by Yahoo, for the so purpose of reviewing any and all allegations and rendering a final decision, which will be binding, of which Yahoo reserves the right to disqualify all involved owners from participating in any Yahoo Fantasy league.
ID# 84563: The commissioner in this league drops players from teams at will. And also locks teams that complain. About half the league has placed their players on bench and stop competing. It's sad that someone like this can run a league.

The Comissioner ought to have an ability to run a report that details on a per team basis how many roster holes have existed over the course of the season that could have been filled by players on that GMs bench or IR.
Tanking is especially important to monitor in head-to-head style leagues because it affects the top of the league as much as it affects the bottom.

Oh I know I have a camshaft that cheats by having 2 teams and he veto all our trades and tells us to go F ourselves but yet there is nothing yahoo can do

Upon reviewing the message boards, additional recommendations would be necessary:
Pay/Money Leagues: All monetary exchanges should be made through an escrow account, which would remove any impropriety, but provide a due diligent fiduciary accountability for all parties involved, of which, all parties must agreed to the respective licensed escrow entity.
Impeding other owners: Certain transactions made solely to impede other owners is not allowed. Tanking games for the sole purpose of denying another player's chance to make the playoffs is against the rules. In particular, cycling through players in free agency to put them on waivers and make them unavailable to other teams in your league is strictly prohibited and is grounds for expulsion from the game.
Roster Dumping: Owners that are found to have dumped their players to the player pool in an attempt to undermine the league may be subject to expulsion from the game. If you are giving up on the season, we ask that you maintain league strength by providing the other owners with the most competitive team you are able to field.
Owner interaction: Owners should always be polite and gracious when dealing with one another. Threats and obscenities are not only against the Rules, they are illegal in many jurisdictions. Owners that are found to have sent threatening email to another owner will be warned and/or kicked out of the game completely. This extends to message board posts as well.
Offensive posts, league or team names: Any posts (including league and team names) of a derogatory nature are strictly prohibited, whether it is in a chat room, message board or on a league's bulletin board. This includes personal attacks and sexist or racist remarks. There will be a zero tolerance level - if someone in your league is violating this policy.
Inactivity: In order to maintain the integrity of the league, the commissioner may contact owners of teams that remain inactive for extended periods of time. The commissioner will send notification to the email of record. Shortly thereafter, if the team remains inactive, the commissioner reserves the right to reassign ownership of the inactive team.

The private/custom leagues should become the wild wild west of fantasy sports. Integrity and credibility should be paramount for anyone participating within Yahoo network infrastructure and to maintain a high level of participation and satisfying experience.
It is in Yahoo best interest to set the standards in fantasy sports in relation to competing public and private entities (e.g., ESPN).
