Unable to edit my answer, rate answers, read or post comments to answers.
The links to edit my answer, thumbs up/down on my and other answers, and the comment link all appear and can be selected but nothing happens for an extended period; half an hour or more. I use Firefox on a desktop computer.
I've been able to post since reporting this problem (other than the Captcha debacle and random cursor focus that requires use of [Tab]) with both browsers, even with the ad blocker still enabled.

No problems using Microsoft Edge but that is not my preference. I use an ad blocker on Firefox but not on Edge if that matters.
Logging out and back in may have an affect but if so is not consistent. This has been going on for at least a week, I think.
