You are enabling trolls to abuse the report system!
What happens if my content is wrongly reported?
I have received a few standard emails from Yahoo stating:
"...it has come to our attention that you may have violated the TOS(http://www.yahoo.com/r/ts). Please reread the TOS and cease any use of your account that may
violate the TOS.
If your use of your Yahoo! account is brought to our attention again,
and we believe that such use violates the TOS, then we may terminate
your account without further notice ..."
I know that I am being wrongly reported by trolls and I have NO way to appeal this decision. This literally makes no sense. You are enabling trolls to abuse the report button.
For example, you are giving this troll free reign to make slanderous comments about me, harass me and report my non-abusive content.
I think this suggestion says it better: https://yahoo.uservoice.com/forums/924010-yahoo-answers/suggestions/39324250-stop-sending-meaningless-warnings

The emails you describe came after you opened new accounts. It's Yahoo!'s way of warning you not to troll with multiple accounts. Definitely NOT violation notices.

I've reported the user Toilet on R&S many times for asking the same obscene question. His account has never been removed.

Because public media influences elections..caution should be used when allowing these untrue and false statements to be posted. Put a note of "possibly untrue" or hold these questionable items for further checking.

What? Wrongly reported! The reported will be lost the trust rate. But if your appeal approved. If your appeal fails then you could be a troll.
