Don't allow deleting questions
Allow the deletion of questions if no answers are provided. Otherwise, don't allow deletion. People spend a lot of time providing answers and it is unfair to them to have their answers disappear simply because the asker felt like deleting his/her question. If the answers violate ToC, there is already a remedy for that.

did you come here by time-machine? Deleting questions only when there are no answers has been the norm here for years. If questions with answers get deleted, that's because the question was reported by several people.
Be aware that any question about the answerer is a chat-violation
