Seems to be fixed as of this morning, I don't get the "Oops", but there's another error I'll mention in another bug report. I get a totally blank screen scrolling to the bottom of the initial view.

Partial Workaround: The discover/answer mode is encoded in the URL, so you can bookmark a link specifically to your favorite area in "Answer" mode. This will *not* work with any of the links on Y!A pages, though, so the "Pinned" list is pretty much useless until they fix this regression.

I agree about the Discover/Answer tab not being "sticky" any longer. The default has always been "Discover", since they put it in years ago, but until yesterday Y!A would remember your choice.
I don't recall the Answer tab ever filtering out questions I've read or replied to, though. There used to be a control to only show questions with no answers at all, but that seems to be gone now. It's a separate issue.
You have my upvote on the idea; and my suggestion is to make it sticky again. The default for noobs should probably be "Discover", but Y!A should certainly remember the user's choice.

PS: This is on the first version that fixed the "Oops...something went wrong" bug I reported earlier. Windows 10 Professional, running Firefox. Haven't tested Edge or Opera on this one.
