I am unable to access (view, edit, delete or add) any of the files in my group CROSBY
both the files and the controls for the FILES area are missing. The group settings all seem to be correct and I have made no changes.

in another of my groups, SCRIPTORES, the files and file controls are still fine.

I disagree. Many groups are essentially placeholders for datafiles that are valuable to current or new members - the number of members a group has is not necessarily relevant either.
I am not sure what is considered "activity" by Yahoo.
If a new member joins or some file is added or changed or deleted or if someone reads or downloads some information from a group that should be considered activity - not simply the posting of a new message. If a group truly had no activity of any sort for over a year, perhaps Yahoo should send a message to the group owner, if they do not reply or are unreachable, Yahoo should delete the group (after further warnings) and after posting a warning message in the group itself in case any current members want to retrieve any information
