Eliminate the block option. I understand the frustration of dealing with stalkers and trolls, remove those accounts.
Frustration with trolls, stalkers and that immature is certainly real. But their existence degrades the experience. Rather than block them, silply eliminate them.
@ Po Boy.......I understand what YOU are saying, about Trolls using block to manipulate the boards, but removing the block feature, only OPENS the flood gates........NOT close them.

Anonymous trolls in the Politics section are spreading racist propaganda and blocking individuals who tend to post liberal or moderate answers. It is getting worse. There is no reason for these individuals to be able to block. Yahoo is just encouraging bigotry and hostile foreign propaganda during an election period by allowing this. It is also very frustrating to compose a well-researched answer only to find that it can't be posted because of blocking by some Anonymous person.

Eliminate the block option? ************** should that be done. There is far too much cyberbullying on the internet to be making an idiotic decision like that. If people don't want to be harassed they should be able to block other users.
How much abuse does a person have to deal with before other users are eliminated? Your proposal is not going to work. Have you not seen how impossible it is to eliminate content that already violates the site rules? Removing entire accounts will be even more difficult.

Ban the stalkers and abusers. The block option is beyond frustrating.
I have given Answers the names of trolls, proof of their trolling; sometimes these transgressors are removed, but most remain. Blocking helps somewhat but is far from perfect because trolls block genuine members from answering questions.

I understand the motivation for anonymous, but clearly the cure is worse than the disease. If a YA participant abuses the site, remove him. Anonymous is being gamed by stalkers and those afraid of interaction.
The block-options was/is needed against stalkers, but blocks should be lifted as soon as a question (or answer) is switched to anonymous.
