Update the block feature ...
I suggest you update the blocked feature in the following ways.
If you block someone:
You can't answer their questions, comment on answers.
You can't access or view their profile
*You cannot access or view their questions
It makes zero sense allowing users to block you but also allowing them to answer your questions. On top of that if you do block someone, not allowing them to even view your questions can prevent them from abusing the reporting system.

Would not take my votes for this idea. Agree 100%. The anonymous feature should be eliminated, but if you refuse, at least block them from my participation.

100% agree. One of your Anonymous trolls just called me names at one of my questions. My response is blocked. How hard would it be to cancel blocking until you get it fixed?
it's already the case that if you block someone, (s)he cannot answer your questions or comment on your answers. I completely agree with BH that blocking should not stop people from reporting your abuse, and that the appeals-system should be fixed

Too many users would use the block feature to reduce the chance of their violating posts getting reported (that's what happened years ago when it was not possible to click into a question of a user who had you blocked). Better to just fix the appeal system so users who have posts wrongfully removed can appeal them, than stop users from reporting trolls because the troll blocks them to keep from being reported by them.

I've previously made the same suggestion in saying that blocking should be reciprocal and should not affect the block limit of the person who was blocked.
