Now you have suddenly brought a 20GB account storage limit. However, you have provided nearly zero tools to manage it. You even have not provided much tools to bulk select and clear inbox(es). This is disrespect and ignorance towards your users. Give the users the facilities to manage their storage and inbox(es), and then implement your policy
