Mobile # changed and forgot my alternate email

I am from Philippines and now currently living here in Canada. I am using a different laptop and phone, and I can't enter my account because they said it's because of the cookies thing. Is their any way I can enter my account?!!!! -_- Please help. I badly need to enter my account for emergency reason. I can't create a new one.
