Herzog is the nonpartisan president of Israel. He is not an opposition figure and certainly not a opposition figure IN the right-wing government. He is not a member of the Knesset from which all cabinet members are drawn, so he is certainly not a part of the government in power.
He does have a liberal background politically as did Shimon Peres, but as president they both became nonpartisan figureheads trying to build consensus, almost like Queen Elizabeth or King Charles.
Herzog did propose a middle ground position on judicial reform (as well as a kind of "constitutional" reform that would require supermajorities for certain kinds of fundamental changes in the Basic Law), but the government and the opposition did not come to an agreement on his proposals.
