Filter up/down arrows not visible when scrolling down list.
When managing filters, it is impossible to know where a rule is after multiple clicks of an up or down arrow since I can't view the up/down arrows at the same time as the rule I am affecting. Make the up/down arrows always visible no matter how far down the filter list I scroll.
