It is a shame Yahoo doesn't appear to be aware or interested in fixing this problem. I would say that deliberately inappropriate, vulgar, harassing and otherwise disruptive users are reaching total dominance. If nothing else Yahoo should be concerned about the damage to its reputation if not the protection of the peaceful use of the feature by decent people.

Are the comment guidelines merely suggestions?

If anyone is actually watching please look at the comments on the recent story posted about Monica Lewinski's possessions being auctiouned. As far as I scrolled down 100% of the comments where made by said trolls. There is no place for a normal discussion.
