Is it possible to make maps to open on your own area instead of the USA as I used to be able on the old Google maps

As used to do with Google maps why can't we make our own area
of residence our home page so that when we open Maps it opens immediately where one lives instead of somewhere in the USA

    I live in Wisconsin USA. I use to open yahoo maps and show the USA. Now for weeks it opens in Russia.............. WHY.
