why is it that when I am watching previous episodes of shows that the SOUND ALWAYS goes UP to MAXIMUM VOLUME?

why is it that when I am watching previous episodes of shows that the SOUND ALWAYS goes UP to MAXIMUM VOLUME? I turn the volume down to watch the show and as soon as an advert comes on, then UP GOES THE VOLUME to maximum?
