I agree with this/ If the private group allows it (i.e - my family not doing it for money), allow the commosh to get in picks after the deadline. I hate having to MANUALLY adjust the scoring each week because someone messed up getting in the picks yet I am allowing the picks.

I think yahoo restricts because they run their overall contests in both public and private groups. However, this concern is easily fixed... Allow groups to opt out of the public contest in exchange for commish flexibility to run the group's game.
This would also allow yahoo to lift restriction on 3 game maximum per yahoo ID.

I think a commissioner should be able to edit any ones picks at anytime. I have people call me with their picks because they are unable to get in and do them and I should be able to add them later.

One of my members attempted to enter his picks around 7:20 CST, about 20 min before the deadline. However your site did not save his picks, and he ended up sending them to me (still before the game started). Now I have no ability to add his picks, even for the rest of the weekend.
In past seasons, the commissioner could modify the deadline. If that were still in effect, at least I could change that and add his picks so he wouldn't be locked out of the whole week. Why did that setting change?
In general, I think the commissioner should have a lot more power for private groups.
