Dump the Apply button.
Get rid of the Apply button. They whole idea of good UI design has always to make it require the least number of clicks possible to accomplish a task. It feels like this interface was created by people who don't understand basic UI design concepts.
The old interface was simple and it worked. You broke it, for no good reason.
