How can we improve Yahoo Member Center?

2-Step Verification is turned off but Yahoo keep sending me request for verification code each time I try to open my Yahoo mail box.HELP!!!

2-Step Verification is turned off but Yahoo keep sending me request for verification code each time I try to open my Yahoo mail box.
I CAN NOT Disable 2-step verification because I do not see "2-step verification" on Security page. Please help.
