Here’s some things to check.
1. Is the Time and Time zone set correctly for the laptop or desktop that you are using.
2. Do you use a VPN when accessing the Internet?
3. When you look at the Yahoo Home Page do you see the weather section? If so, does it show your correct location? If not can you click on the icon to the right of the location named and set the correct location. You should also be able to remove any other locations.

I have my time zone set as Atlantic Standard Time GMT-4 within Yahoo Settings. My computer is also set to Atlantic Standard Time GMT-4. However, Yahoo Settings seems to think my computer is set to timezone GMT.
I'm using Vivaldi version 2.2.1388.34 on Windows 7 Professional.
