Allow the commissioner of a college fantasy football league to create a prize contest through Yahoo.

Rosters/Lineups - Commissioner can remove roster slots after the league drafts
This change would allow commissioners to remove roster slots from their league after their draft. For example, the commissioner accidentally had 3 IR slots but only wanted 1. Currently, the commissioner can't remove roster slots after the draft.
