"Fewer" is used when referring to a countable quantity, such as the number of people. "Less" is used when referring to a measurable but uncountable amount, such as "less trouble".

Racism
The article Yahoo.com posted by Natalie Gontcharov, of Refinery29, Monday, 10/26/2020, was inappropriate - and inappropriate that Refinery29 allowed the article to be posted at all as written.
Ms. Gontcharov posits racism and sexism to be behind the opinion expressed by WSJ journalist Peggy Noonan. In these emotionally-charged times, so many people (the media in particular) are quick (scared and socially-pressured) to automatically cry racism and/or sexism. There is no direct evidence to suggest Ms. Noonan criticized Kamala Harris for any reason other than being partisan and a bit of jerk perhaps.
