I would recommend you get the second win playing against the "median score" or simply give the second win to the top half of the team scores each week.
I have played in leagues, as I'm sure everyone has, where 1 or 2 teams go completely AWOL around week 5 or so, or sooner. Its not unrealistic, given bye week holes and injuries, for such a team to score only 35-50 pts in a standard scoring league.
That dramatically affects the "average score" for a week, especially if there's more than one of these derelict teams. Its like grading on a very easy curve in school.
If 9 out of 12 teams top this skewed average score, then basically every team still competing is getting the extra win. This defeats the purpose because the "lucky schedule wins" then regain their effect on the standings, which is counter to the whole point of adding a second win.
