    If a player is "out" the week before his bye, then keep him that way during the bye. If he is on your IL and moved to "questionable" during his bye week, you have to add him to your roster and cut someone else in order to make other roster moves even though it is certain that he is not going to play during his bye week. For example, DeAndre Hopkins missed the 3 games before his bye in Week 12, but was moved to questionable during that bye so that he could not be kept on the IL through that bye week. If he was out in Week 11, he should remain out until the Tues of Week 13.
