For PGA DFS, players should only lock at their tee time, not the first tee time of the Tournament. In other sports, you have up until game-time to change a player out, they aren't locked as soon as the first game of the day starts. If a golfer is a late scratch, there's no way to swap them out on Thursday if the first golfer has already teed off.
