The Icons need to be editable to the individual page. Its one thing to get paid by the company to permanently place their icon on there, but people do not want to see icons they will never use appear on the initial page for eternity. Also, when I open the second window, an icon for a web page I use once will replace one I use several times every day. Ridiculous! 2/3rds of the initial page should be editable, and the secondary windows should place the icons that are most frequently used retained.
