    If there is no minor league then Commissioners need to be able to lock certain free agents. We maintain a minor league roster offline but in Yahoo those players are all free agents technically and can be picked up by anyone. The Commissioner needs to be able to lock certain players so they cannot be picked up from the available player list. This should be added as a commissioner tool ASAP.

    We need a minor league system so teams can roster draft picks without them being on the active roster.
