    Speaking as a moderator on a technical forum, we rely on our users to notify the staff of problem posts. We have high enough traffic and low enough staffing that we don't always catch bad posts right away. However, our "report" system helps us to zero in on bad posts. The report doesn't remove the posts but it DOES point to a potential trouble spot and is therefore useful.
