Budgetting for people
What budget actually does? Whom budget helps is a million dollar question?Why not adopt a policy of validating the present budget for next five years so that no one anticipates price fall and smuggle,huge expense of budget preparation is saved. Afterall budget makes usual changes here and there so that govt servants are amply paid,politicians are taken care well.This open budget helps companies to plan better.Further while allocating expenses for govt salaries and perks percetage of revenue should be a norm so that govt also is made a profit centre.
Also salary and perks of Politicians who come forward to serve people should be linked to average earnings of indivial in each state and should not be above 20 times,so that the politicians have to work for improving per capita income to earn their increase.
