Headlines must be as accurate and nonlibelous as the news content. Your headlines imply a lot of things that aren't true, including that something recently occurred. News purveyors (of any kind) are responsible for headlines' implications. People remember and act on those implications. Many readers won't see the information in the story. Also, a headline exclaiming about an occurrence implies a recent occurrence, not something a year or more ago. News should be "new."
