Why black Americans are incarcerated at higher rates matters to the discussion of what to change.

Both NAACP and Kamala Harris believe the 1994 Crime Bill contributed to the mass black American incarceration. There should be a discussion of the 1994 Crime Bill, how social justice can be improved by changing or scrapping the law, and what the major party candidates propose for change.
