Allow users to flag a homepage ad as fraudulent
I was burned by an ad that popped up on my home page. It seemed legit, but also too-good-to-be-true. I ended up being scammed for $100 - even through I paid through Paypal. Paypal has no recourse.
The only way to stop these adds is to implement a feature whereby an ad can be flagged as fraudulent in real time - and let other Yahoo users view the fraud reports. It shouldn't be too difficult to implement a "REPORT AS FRAUD" link beside an ad, as well as a "VIEW FRAUD REPORTS" link if fraud has been reported.
Legitimate advertisers should have recourse to respond, or take down malicious fraud reports.
Here is an example of an ad website that popped up on my homepage that is fraudulent:

It shouldn't take a lot of technical wizardry to implement a "REPORT AS FRAUD", and "VIEW FRAUD REPORTS" links on new advertising.
You could even provide a service - for a fee - for legit advertisers where you put a Gold Star, or some other indicator by the ad indicating that the advertiser has been checked out by Yahoo fraud and found to be legitimate.
Please help the Yahoo community to promote safe and legitimate purchases.
