Issue with Creating a New Yahoo Mail Account

I hope this message finds you well. I am reaching out to inquire about an issue I have encountered while trying to create a new Yahoo email address with the @yahoo.com domain.
Despite following all the necessary steps, including entering my phone number and completing the CAPTCHA verification, I consistently receive an error message stating "too many attempts." This has prevented me from successfully creating a new account, at the 1st attempt.
Could you please provide clarification on why this issue is occurring? Additionally, any guidance on how I might resolve this problem would be greatly appreciated.
