You should still allow people to continue with weak passwords if this is their choice.
It is up to an individual, not you, to have a "weak"password. You should allow people to continue after advising them. Not everyone can remember lengthy or complex passwords.

The instructions for changing your password say to sign into the security page and click "change password". No where on that page does it say "change password".

The company that provides identity protection for me, informed me that my yahoo email address and password were found on the dark web. Yahoo should implement more secure ways to protect your account and notify if your account has been compromised. Huge security risk.

I have to go through tons of hoops and can barely log into my account every time, but yet every week some one hacks my account.
Privacy needs to be fixed. I have to go through all sorts of hoops to get into my own account, but somehow someone manages to hack my account once a week. Then it takes too much time to try and change my password every time. I have never had this issue with my other emails. Why just Yahoo?

Why is yahoo requesting me to change my password every week, it seems. It is almost as if someone is changing my password behind the scenes and I can't get into my own account. Then, on one screen it is asking if I want to send the code to an email to an email address that I already deleted from the profile. Later, when I got back into my yahoo email, I did not see that email account that I already deleted, but just a few minutes ago, it was just showing up an an email associated for security purposes.…

I want to reestablish my email account that was deleted today, but when I try to establish a new account You tell me that I already have that account and to furnish the password associated with it, but the password no longer works. As this is a cog in the small business, personal domain, and Yahoo email associated with turfy.com I can no longer get into my business email. I have called both Yahoo and turbify help centers and no resolution.

It is less than helpful to go round in circles. See below, as there is not enough room here
It is less than helpful to go round in circles for an hour when attempting to reset a password, only then to find that I should have turned off my account key first. Not rocket science to recognise that many people will have no idea about that when they want to change a password to avoid being hacked
