What happens to people who have to wait in line beyond the close after places on Nov. 3? If they can vote they why aren't votes that are received after the close of votes not counted?

Again, if people wait in line and are able to vote after the closing of the poles then why wouldn't votes mailed well before the closing of voting poles be counted.
