How can/should the bad behavior of a President of the United States (or even the entire executive branch) be regulated or even punished? If a sitting president can't be punished other than by impeachment (I wonder if this "rule" that isn't law is correct anyway) how should the office of the president be protected from a fool or a traitor in the oval office?
