Our league would very much like the same thing - effectively it's an inverse bracket. 11 and 12 seeds get "byes" in the first round for being so terrible in the regular season, and the losers "advance" in the bracket. The entire purpose of the consolation bracket is to figure out who finishes dead last for the year, but can also operate like this.

    13 week regular season
Week 14: 11 and 12 on bye. 7 plays 10, 8 plays 9. Losers "advance" in the consolation bracket. Winners move on to the "Top of the Bottom" game in week 15.
Week 15: "Top of the Bottom" game between winners in week 14 to determine the best of the losers bracket. Week 15 losers play 11 and 12. Winners of those two games are simply done. Losers of those two games move on to the Toilet Bowl in week 16.
Week 16: Only consolation game this week is between losers of week 15, with the loser of the game becoming the loser of the loser's bracket and subject to any punishment your league has.

We've always had to rig the scoring to make this the result in our league and it's been very messy. But inverse seeding and "losers advancing" is something fairly commonplace in other leagues. Furthermore, it keeps people participating through the end of the season. Nobody wants to finish DFL!
