Allow for all first year players to carry "Rookie" status (or N/A) and create associated roster spots
Mostly relevant for Dynasty/Keeper leagues but this would allow rookies or other eligible players to be transferred to an inactive roster spot and kept if in G-league or not getting regular minutes in NBA. Such a player would count against total roster size if moved to BN or other roster slot but NOT count if occupying a "rookie" or "N/A" slot. Commissioners should be able to assign such a status to players and designate any number of these spots during league creation
