News stories leading to videos without CC are useless to the hard of hearing.
Those who are deaf or hard of hearing are lured into stories with big headlines on the home page. Then, there is often little or no text and a video without closed captioning. Even those with perfect hearing need the CC if they're checking news on the sly in a crowded office where the last thing they need is the sound.
