The trade process is broken. 1 user can trigger a review to veto every trade in the league. In one league, nearly every single trade was getting vetoed. 1 user knew how to manipulate the system with specific key words in the comments to tank every trade. Objectively, by ranks and rostered %, the trades were even. There doesn't seem to be a rhyme or reason for the vetoes.

The veto system should only be used for egregious trades or obvious collusion. We all paid the same amount of money and may value certain players and stats differently. It shouldn't be up to 1 user or yahoo to decide how we want to run our teams.

2 protests is more fair because it prevents 1 rogue person from ruining the league by trying to prevent everyone else from making trades. It still allows oversight to prevent collusion if multiple people protest.
