Can't create an account - always get "too many failed attempts" sort it or I go elsewhere

I am trying to create a backup (emergency) account but continually fail with the msg "too many failed attempts" - either Yahoo sort this out now or I go else where.

    Yahoo is rubbish - why can't I open a back-up (emergency account) ?
