Absolutely!
It's must-add functionality, as most other sites already have this OPTION...that's the key word. It doesn't have to be Yahoo! Default, but allowing this option for private leagues is essential.
Especially, for Keeper Leagues where teams seem to sit on crucial positions (RB, TE) for weeks at a time...please add this feature!!

It's probably because there's far less traffic at those times, which means Yahoo! doesn't risk their servers crashing due to heavy traffic concurrent with MAJOR calculations being processed for Waiver claims.
Commissioners in Custom Leagues should have access to control / modify Position Eligibility for specific players, which could be chose as custom or Yahoo! Default.
