I see this only being an issue in really large leagues. For example a 16 team league, you may want to limit teams to 2 QBs to ensure everyone gets a reasonable shot at a backup QB.
"Load More Players" changes the sort back to all players. Selecting "Filter By" will only give you the top 50 or so players from the Yahoo rank list of those players (or top 50 alphabetical). If your league has IDPs, it is virtually impossible to add a decent rank list since Yahoo has all the ****** IDPs ranked better than the ones most people would want on their teams. Currently, to set up a custom list for a large league, it is taking me about 10 times longer than it did last year. Here's an idea: Add a search feature to find a player and add them to the list. It would be an interim work around for not being able to find players outside of the top 50 of a position, but would also make finding a single player of a position that you wanted to add in the middle of another group of players of a different position much quicker.
