    I think the IR issue can be solved by simply giving the commissioner the option to decide which players are allowed to be on IR. For example, make Injured Reserve, Suspended, PUP, Inactive, Out, and Healthy as options. The commissioner can then check off which ones they want as eligible for the spot, and leave the others blank. This would help for Dynasty/Keeper leagues as well who might want a Taxi or Practice Squad.
