You seriously need to provide a method for Government agencies to register as mailers.
Yes we occasionally send out a large amount of messages to multiple people. But re-occuring messages such as newsletters are sent by using mass mailers such as Constant Contact. Messages going out through our main servers are most often directed to volunteers, to voters, to citizens requesting information, to vendors, to hundreds or even thousands of addresses that have REQUESTED correspondence or are REQUIRED BY LAW to be sent from the counties own servers.
