Location of the e-mail file attachments. Why now located way down at bottom ?

Why cant the e-mail/drafted e-mail FILE ATTACHMENTS be located at the TOP of the mail ??? like it was at the old/classic yahoo email. As now attachments locate instead at the way bottom that causes harm...
For example email may be very long in terms of text, hence you cannot see any of its ATTACHMENTS right away when you open the individual mail, no matter being Drafted or incoming arrived e-mail.
When FILE ATTACHMENTS are located on top of the mail, it ALSO helps to locate mail(s) that i want to search for. Makes manual Searching way faster, versus scrolling down every single mail by full content, that im reading/looking at.
I think im not the only one who makes e-mail Drafts, that have important photos etc data as file attachments, pdf's etc.
