GMs should be able to adjust waiver priority for FAB
Currently, a GM can only adjust waiver priority if two players have the same bid amount in FAB. If claims are submitted for two players with different bid amounts, the current logic is that the player with the higher bid amount will have priority. A player may have a higher FAB bid amount because there is more demand across the league for that player. However, a GM may believe that the lesser bid player is more important an acquisition for their individual team and should be able to prioritize that player first.
For example, a GM may have a kicker on their roster on bye for the upcoming week and only want to submit a bid of $5 for a replacement kicker. However, a top RB (not on the GM's team) suffered a major injury and his backup is now "in demand". The GM places a bid for the backup RB of $30 even though he isn't as necessary to his team. Under the current logic the waiver claim for the RB would be prioritized over the kicker and the GM wouldn't be able to change that.
