I am looking at the page https://finance.yahoo.com/quote/USNA?p=USNA&.tsrc=fin-srch there are many downgrades but 1.3 average ???

I am looking at the page

there are many downgrades but 1.3 average recommendations (with only 3 votes), and only 2 in the picture with strong but. This is inconsistent..
