^RUT historical data is incorrect for 7/1/2019. The values for open, high, low and close are all shown as 1566.57, which is the closing price from the previous trading day (6/28/2019). I believe the correct values are:
Open: 1574.65 High: 1586.77 Low: 1562.78 Close: 1569.66
